2. He is posturing against an invisible enemy for fascist reasons
3. He is planning to keep people from leaving

The Pentagon will send 1,500 active-duty troops to the U.S.-Mexico border by the end of the month, a Defense Department official said. The deployment is likely to be the first of several to the border under the Trump administration's policies, the official said.
