I don't think good intentions mean a game isn't bad.
Certainly people are too quick to call a game bad when it's really just okay, but truly bad games do exist. I'm talking about the likes of Skull Island: Rise of Kong.

The most egregious examples stretch the definition of "game" so there's an argument to be made they aren't bad games, just scams.
But when it comes to other titles like the aforementioned Kong game, that was due to the development team being told to comeplete it on a ridiculous timeframe. So, it was no surprise with how it came out! XD
Not really. I mean, don't get me wrong! It's very poorly made and it can be classed as a "bad" game.
But, I'd argue that game falls under the category: "It's so bad, it's good!" Mainly because people still had fun playing a poorly made game. I certainly enjoyed it
I don't think that's the same as bad games not existing.
Someone enjoys a "bad" game out there.
If the studio gave a shit and gave their team more time it could have been good. But they didn't, and it's not.
