Due to several factors, both within Konami and also the larger game industry, Goemon had not fared well on the PlayStation. The series was still reasonably popular, however, so it seems that management decided that the best course of action was to "update" the series for a new era.

The result was Goemon: Shin Sedai Shūmei! ("Goemon: The New Generation") on the PlayStation, a new type of Goemon game set in a future Japan with a steampunk aesthetic that blended science fiction elements with other elements from the Edo era (1600-1868).

There are always risks with an update like this, and, despite the fact that Shin Sedai Shūmei featured a lot of familiar elements, it was not well-received by a lot of fans, with a lot of the criticism centering on the designs of the new characters.

This was being pushed as a new Goemon for a new era, so the new concepts and designs were not just be contained solely to the PlayStation--an adaptation of Shin Sedai Shūmei was later released for the Game Boy Advance, as Goemon: New Age Shutsudō! ("New Age Assemble!").

It was going to be impossible to reproduce the PlayStation experience on the Game Boy Advance, but New Age Shutsudō fares reasonably well, with some adjustments to the character designs as well. (Perhaps to respond to criticism about the designs of the original game.)

Ultimately, however, the New Generation reboot did not sell well enough. It failed to gain a substantial new audience and also lost a lot of Goemon fans. Konami's venture failed, but in recent years the reboot has gained some appreciation for attempting to make a "Goemon X".
