Looks like Quebec tariff might only affect NY and MA. Hydro-Quebec negotiates long-term contracts wit US states and those two are the ones not nailed down???

Ontario doesn't have a supply agreement for electricity w/ NY, MI, and MN; it's not their main supplier of electricity. ON is selling their excess capacity at very low rates to a market where there are other suppliers.
