Heavy rains didn't cause the flooding. Deforestation caused that flooding. Haiti and DR are well on their way to turning Hispanolia into Easter Island.

If it hadn't rained, would it have flooded? The answer, I think, tells you the primary cause of the flooding. Deforestation probably exacerbated it, but certainly didn't cause it.
