The latter was going through a tough time at some point, which I can understand, but never went back to me.

In the end it is disposable income, yes, but just because its disposable doesn't mean I don't care about what I do with it.
Artist doesn't deliver for commissioner, commissioner gets burned and moves away from the community, taking away opportunity and work from other artists; or make the commissioner stop going for less popular artists in fear of being burned again.
Its not your fault as a commissioner that the artist lost interest to work on what you paid for
