In the setting of C&C, there's about eight hundred years of divergent history! In cities like Cahokia and Ahu Tiiko, tribes are less central to identity and daily life. Your character might know their heritage, but its not something they necessarily care about! The cities are very cyberpunky!

That's why terms like First Nations have gained popularity, and why you're more likely to hear people identify themselves by their specific tribes, (and especially tribal endonyms!)

Yes, we're all indigenous to somewhere. But we're not all Indigenous American, Native American, or whatever other term you'd like to use. All those terms are a little flawed, in that they center American.
As a comedian once said "It's hard to be native to something your country is older than!"

Your character has a tribal background somewhere, definitionally, but it's probably not gonna come up much.

In practice, this just means don't give the character a tribal background.
Much in the way that I have family in Germany that hails back to a very old clan of minor nobility, but it doesn't come up in conversation and it will likely never affect my life.

Both settings that have gotten focused are very metropolitan ones where characters' tribal heritages don't really come into play. Many people in the cities of Makasing don't really think about their tribal backgrounds. The cities are very diverse places where people from all across Makasing come.

Imma answer the character question first: We ask that your character not claim a tribal heritage you yourself don't possess means "Don't make a character that's Dine' if you as the player aren't Dine'."
