Probably because it was a quickie cash-in on the Robert Downey Jr ‘Sherlock’ pic. Came out just weeks after that one and flew way under the radar. It’s not bad, but it tries to do too much (steampunk action, dinosaurs, dragons, killer octopus) with very little budget. 🖤
