#2: when I get a new manuscript, I'll start with the query materials (pitch first, for premise) then I'll go ahead with the initial read, however...
i.e. if they focused on voice or narrative style, I may edit as I go
if they are concerned about plot beats, conflict development, etc. then I may leave in-line comments as I go, but ultimately it'll come down to the edit letter
