Apparently this is what happens when you try to trade pokemon cross gen, or so I'm told. This is a rom hack of fire red that was supposed to have all 151 pokemon in it so that's odd. I've since moved on to firered ultra violet and haven't had any issues

I love how technically every generation has its own rendition of Missingno., the Gen 1 version is just the most well known one.
