technically they do. most street car routes are snow routes which means you are not to park there in situations like this where there is too much snow but if you don't enforce this, then it's useless. i contacted my city councillor about this but never heard back.

Drivers have no idea how fat-assed their cars are anymore.

Also, sadly, the privatized snow-clearing hasn’t cleared any snow banks anywhere that I’ve seen in downtown Toronto —certainly not along streetcar routes —which should be #1 priority!

Sounds like the streetcars need some of the MTA's bus lane enforcement cameras capable of vaporizing the cars blocking it.
