When we say PBs don't reduce dysphoria they keep it from getting worse' we mean social & physical dysphoria. But THEY are referring to the DSM definition of dysphoria that means 'Are you still trans?'. When they say 'it doesn't reduce dysphoria' they mean it doesn't cure you and make you cis.
This is why certain discredited reports will insist on saying things like puberty blockers don't reduce gender dysphoria, because that's not their job, they are used to help kids (trans and cis) feel better (except of course that it's increasingly illegal for trans kids to be allowed to feel better)
