Yes, contractors cost more, perform worse, and are harder to manage. But they can be fired at will without collecting benefits, and most importantly this will allow them to sell off these government agencies to the private sector for nothing like they wanted all along (like Russia did in the 1990s).

Contractors know they're working for a set period of time, doing a prescribed job. Loyalty isn't required. Why bother creating relationships, building for a future they won't be there to see?
