I made a Valgavoth, Terror Eater deck with the original idea of triggering Ancient Cellarspawn. It’s not full of other ways to get value from cost reduction, but has good ways to enable that.

Ancient Cellarspawn is the secret commander of one of my Zur decks, and I've definitely found that simply "Casting spells for free" is already a momentum based value generator.

That said, Cellarspawn is the only card w/ "less than its mana value" in it's rules text
