This was us last year. We just skipped the ornaments (doing that again this year) and got one of those metal skirts to keep her from getting under it (pictured with our pup). Ended up being not near as bad as we expected.
Make sure the base is great. We got a few soft plush ornaments and keep them along the reachable tree bottom. You get a ridiculous looking top-focused decorated tree. We’re still doing this through 3yo but have a tree.

I think I figured out a place to put it that is a bit more difficult to get to. Fingers crossed all these things work.
