I did not check but took Waynes word for it.

I agree this one is borderline. It is sanctioned by UA, changed flags several times last year starting around Feb 2022, pretty old, several runs from RU ports. But also, recognized by US CG as safe and visited Odessa last autumn(!).

My mistake?

Most of the "shadow fleet" is just junk that nobody else wants to be liable for using, so they can buy them cheap and deny they are theirs.

The one that Finland impounded didn't have any spy tech aboard, just a long long list of safety issues.

They appear to be equipped like the Soviet fishing trawlers of the 70s and 80s that had antennas everywhere for spying mixed in with fishing nets and other fishing gear. I wouldn't put it past the new Soviets to have undersea drones and hi-res multibeam sonar on their fleet as standard equipment.

I don't know why the EU doesn't grow a backbone and detain them all. They are clearly trying to sabotage cables and are an environmental disaster. Detaining them would put the squeeze on Russian oil. It's a no brainier

Detain them until they are shown to be insuredby a reputable agency and until inspection has proven them to be safe and reliable. We allow international shipping through swedish and danish waters, but it should be required to be safe and adequately insured shipping.
