He probably believes the *myth* that the cameras are still set for 70 even when the posted limit is 40.
Everyone with a modern car should be using cruise control to avoid speeding tickets.

They only recently widened that section of the M25 to eight lanes. It's the volume of traffic (or accidents) which reduce the limit at busy times.
