Nothing but a modern offshoot of reggae, updated white rock influences, definitely upbeat. It'll never become really popular because even though they've made the back beat more conventional, it's still too exotic for mass acceptance.
Achshully Ska (1950's) predates and influenced reggae (1970's) and has a wholly West Indian (Jamaican) origin that combined mento and calypso influences with the rise of local soundsystem culture and American R&B imports. 2nd wave Ska (1970's) in the UK and US combined this with the punk aesthetic.
re: "frisky goths" - this was something i heard secondhand while in art school, apparently a self-description by a goth girl my friends knew. i wish i had known her better :p
