Some of this comes down to the fact that the social contract has been thoroughly shredded to bits & everyone is living within half a dozen mutually exclusive walled gardens, each of which has their own social contract in miniature. It's utterly vexing & impossible to try & make a rational baseline.

argue over the legality of said content, we've gone down hill so fast. Idgi. This isn't even about loli content, that's the most extreme example. Algorithms have also created a chilling affect on platforms like YouTube. This is such a deep and pervasive problem in all of our online communities.
