If I were in the middle of a PR crisis this might be a rational strategy, but that's assuming
1. The crisis will be short, and
2. There will be a later time when I can hold these that will be less politically risky for me.
Otherwise you're setting yourself up to get the lid blown off.

I’m encouraged by these town halls but I also remember very clearly how this happened in 2017 as well. Instead of responding to the complaints, they stopped doing them.
