The QO is what it is, defined by the rules. But they're allowed to offer her anything up to the max. If the money being offered is a sticking point, that's NY's choice.

All the QO does is establish their rights, which in this case are exclusive because she's reserved. It also happens to be a minimum contract she could sign, if she wants. But the sides can then negotiate anything at any figure.

Yes, could've negotiated anything from her minimum up to the max at any stage since free agency opened. Friday really doesn't change much. I just made that post in case anyone noticed the date in the CBA and thought teams lost their rights on March 7. Rights stay the same.
