Court packing means to increase seats on a court so that it makes decisions in your favor. That hasn't happened. McConnel played games to ensure conservative justices made it on the court, but he didn't pack it. I can't read the article, but adding six seats for judges you like would be packing.

2) By that definition any immediate expansion of the court is court packing, a totally useless definition
If you passed a law that the two oldest justices are retired every term to allow for two new justices, that would not be packing, because you are not increasing the number of justices.
