The four page long surrender document should be on the State Dept's site. The entire only thing changed is the Biden administration got the withdrawal date moved back to August 2021-- from May 2021 (IIRC)
Speaking as an American, this is a clear message to the military that they had better not oppose him in ANY way, the law be damned, and that is terrifying.
Can we stop him?
He may be trying to narrow it down to just the extremely loyal ones, but I don't know if that's going to work given the size of the military.
