Legally required to be provided advanced passenger info is a different beast than govt entities paying for buying data that they're not entitled to.
I'd even bet that this isn't as "live" as API, which is sent as late as an hour before flight, with the ability to reject boarding because of it.
Offhand, I know that Air France and Lufthansa both fly into New York.
I don’t know for sure if they are charging for the data, it is America after all. But, I don’t consider this a reliable source. I’m addressing the implicit objection to giving the data to the government at all. 1/2

However, this data includes travel abroad too. Why does DHS need all the air france data, for example?
