After reading the article, it sounds like he’s speaking as someone that still has faith in the institutions and checks and balances. Should the courts act brazenly politically, or Trump ignores court orders without repercussions, I’d be interested to see what he says then

100% this. I'm a neuropsychologist. In real life NO ONE--NO ONE--escapes measurable impairments of intellect and judgement after a stroke as severe as his. NO ONE.
