I, as the American company, have already paid China $5 for the product. The tariff is charging me $5 at the docks to bring it into America. So now it costs me $10 to have Chinese shoes in America.
But I can't sell the product for $10, I make no money. So I pass the costs onto the consumer. $15.
China is not paying for it. I already paid China for the goods. But as the company that is shelving Chinese shoes in America, I have to pay the US treasury this money.
But this is only 1 derivative of exchange. Now imagine tariff on primary goods like wood and steel. Costs add up, pass onto us.
