something like marine snow; bones being the lil endoskeletons of creatures that live in the upper atmosphere. maybe all breeding + dying at once, like salmon or mayflies, causing the yearly bone rains that are prob the occasion of various local festivals

"Bonestorm" would be a great name for a planet where it rains bones, and it would be an interesting challenge to come up with a non-magical reason for why it rains bones there
