Our town had 14 Scout Groups, catering for kid from 5 to 18, now there is only 1 Group left.
When I was a teenager in the 80's we used to hang out in groups in town with nothing to do. We'd go to the arcade play Asteroids then when our money ran out just hang out outside of it. There was bugger all to do.
However, it doesn't help when obvious progress was stimied.
After all, not many MPs give up their time for voluntary work, whilst expecting others to.
We cannot criticise the young, when our childhoods were better supported.
Now there are a huge number of clubs for children and young people in my home town (Lanarkshire)
I have heard the 'give kids clubs cos their behaviour is shit' for decades.
Maybe things are worse in England. England isn't the UK.
But their behaviour is no worse - in fact, may be way better - than in 'the past'.
