Ukraine does not owe USA money. Ukraine paid up IN ADVANCE when, under the Budapest Memorandum, Ukraine surrendered its nuclear stockpile, thus weakening its own power, strengthening the power of the nuclear states, Russia, USA & UK, but in exchange for defence guarantees.
