I read what you proposed, I don't think it can work like that. It is essentially working as a foundation. The funding is going to be the problem. Is this going to be a 501c3? You're going to need millions for it to work as a proof on concept.
I have looked into MMT. It is an interesting idea as taxes don't directly fund spending. The government can spend as needed since they issue their own currency.
I read it twice. The logistics of getting people what they need with who has it will cost a lot in administration costs. Even if volunteers are doing the bulk of the work. Someone will need to be paid to manage it. The best way would be to form a non-profit and organize from there.
Pay. With pieces of fabric with pictures of dead people on it? It's the resources. It's the suppliers and consumers that you need. Money just makes it easier.

Govt can only spend as needed if the resources it wants are available at a price it's willing to pay and it's politically acceptable.
