While true tariffs -vly impacts domestic consumers, the impact tends to be spread thinly over a larger number of people, whereas impact on the exporter is more acute. Tl;DR: you hope that the short term pain creates a big enough political problem in foreign country to make them change their ways.

In a non-Trump situation that may work, but that does seem old fashioned.

The exporter is going to be hit either way, and during a cost of living crisis, where the Labour party has an image issue, would it not make more sense to shout about not doing it?
