In the context of conventional warfare, they are not harmless, but also not a huge threat to NATO. Their success in Chechnya and Georgia predicated on hardware superiority and those countries being small enough for the artillery to cover.
And they do hide behind the nukes. I do not get your point.

Russia can't do shit. They hide behind the nukes. In a conventional war, against anyone with a functional airforce they are going to get steamrolled.
China has no appetite to up against anything of NATO's scale.
