Jae-Min saw Soo-Hyeon get close to Da-On and wanted to control the narrative. He was (sort of) waiting for Da-On to grow-up but then, like Soo-Hyeon he wanted to control Da-On so they made a deal. Jae-Min thought he was clear when Soo-Hyeon was sent to the USA, but he returned.

Jae-Min prevented Da-On from dating eitiher of them because he was confident Da-On loved him & would ALWAYS stay by his side; & that Soo-Hyeon would explode and end up completely out of the picture giving Jae-Min clearance to date Da-On properly.
