Right? Then boards are legally obligated to cover budget gaps? Or so goes the standard that they basically donate millions in cold hard cash money, approve budgets, serve as ambassadors in the community to promote the place and that’s pretty much the job.

Boards are never obligated to cover budget gaps. But they are charged with making sure they don't occur to begin with. And certainly, there is a moral obligation to pitch in when those gaps occur. But lord knows what's going to happen here.

Not of any non profit I've ever covered. Usually, every board member is expected to donate and help draw other donors. But not specifically cover deficits. That's how MOCA ended up in a financial hole back in the day. The board sat on its hands as the director dug into the endowment.

Yes. But let's be real: NEA (and NEH) funding is tinier than small vis-a-vis the cultural funding ecosystem. The GOP won that battle 20 years ago. Arts advocates have never moved on, built new priorities, etc.
