This is the perfect example to jump-off to yes-and. What Frontpage DID do was kill every webdev who could only create something As Good As Frontpage.
The ceiling for webdev went up when Frontpage brought the floor up.

This is correct.
In 1995, when released, Microsoft Frontage was all but sure to eliminate the need to hire a web developer (expensive at the time!)
From there on, anyone could create any website: no technical skills needed
