That sort of being my point. If you work in an education business don't be surprised when the people who run the business make commercial decisions about what you are going to get paid. I'm a qualified teacher for context and now work on adult education.
Salaries and wage constraints in both sectors are broadly the same. There is not much movement between sectors: headmasters want to hire people who've worked in similar schools, and teachers don't want the hassle of moving to completely new environments unless it's more money.
