Tax on petrol should be higher in cities by a couple of pence a litre. There's less need to drive a car in places with good public transport, and if you do frequently travel to more rural areas you can just buy the petrol there instead.

To my daughter's house by car currently 23mins. To my daughter's house by public transport, currently 1hr 45 min. We both live in (checks map) yep, GREATER MANCHESTER! Make "cities" into "London" (or maybe NY, dunno about the US) and I might just be with you.
It's kind of covered by ULEZ and congestion charging. Unfortunately limited thinkers get very agitated about their human right to use state roads unhindered so city governance needs to be brave to do it.
Ok, but there should be higher tax on anything food related if you live in the countryside. As you're surrounded by farms and have the space to grow your own
