Gambling – or rather, my father's addiction to it, which swallowed up most of his 75 years – is a big part of the reason why my siblings and I went hungry, frequently, in the middle 1980s. It can get in the fucking bin.
I have nothing to cite, but I wouldn’t be surprised to find that the less wealthy are disproportionately affected by the various ills of the hyper-gambling we are confronted with today. Making them pay even more for the sins of corporations doesn’t seem right, to me.

So for example that £10 ACCA now costs the gambler £12.
Least the country benefits that way. Would pay for some of the vast harm done by gambling.
It'd reduce some gamblers desire to spend, as they get less for the same money spent.
The vat generated could go to mental health and addiction services.
