According to a BBC report I have just seen, the 'apology' was no more than a couple of minutes and wasn't an apology as such: it simply said that he was sorry if anyone was upset.
I don't speak Korean, so cannot verify, but it doesn't sound like an apology to me.
He has more integrity than Trump. Trump sicced his savages on the Capitol and paid no legal or political price for it (Trump never apologized and will pardon all who were violent against the police/press).
