They've gone through some things as a nation and "are not going back." The US has been spoiled by relative peace. Until military tanks patrol our neighborhoods and violent suppression of freedoms occur daily, it won't be real to us. For US, arrest was deemed political. For South Korea, essential.
Yes, I believe that’s what it will take. I grew up listening to my parents describe growing up in 1930’s Germany. The things they told me about were so scary - and I see them happening around me now. However Americans with no history education or experience are blind to it.
