This. Musk is having 19 year olds do this for exactly the same reason terrorist orgs and gangsters enlist young adults. Everyone higher up is okay with the kids serving jail time or dying if everything goes south, whilst the boys doing the task are too flattered to think why they've been chosen.

Musk is using the interns for this as they will be desperate to curry favour, are pleased to be given huge power and can be thrown to the wolves when the shit catches up with them, and they don't know any better. Musk doesn't want to involve anyone important and otherwise useful in this.
