Probably not. This Supreme Court routinely avoids intent conversations in favor of letter of the law.

Trump ran around calling it a "Muslim Ban" over and over again. SCOTUS ignored that because the law itself didn't say it. (On the 2nd attempt. The 1st they just provided him notes to resubmit)

I remember when the bush admin created the department of homeland security and this was deemed a very big step because it was the creating a whole new department, and now everyone is using the word “department” like it’s fait accompli.
