She's an awful one. But many of us, in business, farming, etc do pay for water, by the litre, as per the meter. Not only that but we're about to begin getting charged for extracting water from our own wells, on top of the cost of pumping it and treating it. BTW, water should never be privatised.

They're not being charged for it. They're being asked to register abstractions >25m³ per day and to apply for a licence if it's over 2000m³/day which is an enormous chunk and would apply to a handful of operations.

It's slightly different to that. The license fee applies if you extract more than 2000m3 on even one day per year. So probably tens of thousands of such abstractions.
Agreed that 2000m3 is a lot of water. Equivalent to 1 cm of rain on a 20ha field for example.

Oh. Good clarification. I did think that 2000m³/day average was whopping. But anyway, if your neighbour was draining the water table, you'd want questions to be asked, so it's no bad thing imo
