This is what gives me pause: "There is hereby established a United States Marshals Service as a bureau within the Department of Justice under the authority and direction of the Attorney General." And T's ability to fire them at will. We will see I guess.

The judges could then rely on Sheriffs.
They are duty-bound to Federal Judges. By law.

Think of all the other stuff as a multi-jurisdictional SWAT team or task force of two officers from each locality's police forces.
That SWAT team doesn't suddenly become the authority over other cops fulfilling their duties in their towns.
