Zaheer for sure, he truly believed in the "righteousness" of his cause and control the Red Lotus with that cause. How do you combat the belief of what they are doing is right for the world and literally nothing you can say or do can convince them ootherwise. Fanaticism at its worst.

Objectively my answer is Ozai. From a personal and political perspective, I'd have to go with Kuvira. She is, in my opinion the most realistic threat in the Avatar world. Not the biggest, but the most realistic.

For atla it'd be azula, she did literally kill the avatar.
For tlok its amon, he succeeded in his goal, could have killed Korra multiple times, and was only defeated by bad writing.
