I think something like this is necessary, otherwise it becomes apparent that the law does not provide a constraint on the actions of those at the top. At that point, you risk breeding more Luigis (or at least more sympathy for those exploring (extreme) routes towards accountability where law fails).

It may be the only way to shift the mindset that money received by water companies is first used to pay bonuses and dividends, and only when those essentials are taken care of, can whimsical optional extras like not dumping shit everywhere be considered.

I don’t think it’s the answer. It’s the neoliberal capitalist system that operates on extracting wealth that needs changing. Today it’s water companies, recently it was care homes, or the privatisation of the NHS. Wherever you look the system is at fault.
