For a lot of poorer people it is a financial burden. Many do not work regular hours and many live in less expensive housing that is not near convenient transportation. These are the people most affected.

Congestion pricing is working. Even some drivers like paying the $9 because there is less traffic and they can get around now and save time. I see a difference as a pedestrian out there. It's more pleasant with less chaos for us and easier to take a bus than it was before.
