But that said… isn’t every penalty a fine? Even if it includes incarceration? Which still “mostly” exists for the lower class?

What if fines were a percentage of a person's worth? A $50 parking fine for someone living paycheck to paycheck could be life-impacting. The equivalent for someone worth $400B might be around $670M. That would put a new perspective on a parking ticket.
