A high payload and high speed helps to break threw the steel wire and steel nets above the refineries. Or to demolish half protected airplanes at russian airports. (or with concrete breaking versions most likely also fully sheltered airplanes...

russia doesn’t use very many concrete bunkers besides Ukraine can build a bigger more expensive missile later when all the soft targets are gone. Wars are a battle of economics and if the air defense missile is more expensive than this weapon Ukraine wins just by launching an attack.
