Children were definitely kept in cages during the Bush, Obama, & Trump administrations. Pictures of this are widely available. The difference is that in the Trump/Obama admins. only unaccompanied minors were kept in these wire pens. Under Trump's Zero Tolerance there was no age restriction.

I do not see this is accurate. Bush first built the wire enclosures. Obama expanded the practice numerically but still only caging adolescents. Trump extended the practice to children including those still breast feeding. The practice was brutal, but not equivalent.
